Section 24(d) in The Rajasthan District Boards Act, 1954
(d)makes or promises to make any payment to any person whomsoever on account of conveyance of any elector to or from any place for the purpose of recording his vote or hires, employs, borrows or uses for the purpose of the election any boat, vehicle or animal usually kept for letting on hire or for the conveyance of passengers by hire except for carrying himself or his agents and messengers;
