Section 18(1) in Railways Rates Tribunal (Procedure) Regulations, 1990

(1)The Tribunal may, at any stage, either upon or without the report of the Secretary or the application of either parry, and on such terms as may appear to the Tribunal to be just order that the name of any party improperly joined, whether as complainant or respondent be struck out or that the name of any person who ought to have been joined, whether as complainant or respondent, or who may be materially affected by the relief asked for, or whose presence before the Tribunal is considered proper or necessary for adjudication upon the question involved in the complaint, be added Provided however that no person shall be added as a complainant without his consent.
