Section 31 in Tamil Nadu Transparency in Tenders (Public Private Partnership Procurement) Rules, 2012
31. Eligibility of Applicants.
- In addition to any other criteria for eligibility that may be prescribed in the Request for Qualification (RFQ) tender documents, in all cases, the following shall apply, whether or not they have been specifically provided for in the documents: -(a)the Applicant may be a single entity or a consortium. However, no Applicant applying individually or as a member of a consortium, as the case may be, can be member of another Applicant;(b)an Applicant may be a natural person, or a private entity, or a combination thereof, or a combination with a public agency.Provided that the public agency does not have a controlling interest in such combination, either with an existing agreement or the formal intent to enter into an agreement to form a consortium;(c)no Applicant shall submit more than one application for the same Project and an Applicant applying individually or as a member of a consortium shall not be entitled to submit another application either individually or as a member of any consortium, as the case may be.
