Section 11 in The Salaries And Allowances Of Officers Of Parliament Act, 1953

11. Power to make rules.

(1)The Central Government may, in consultation with the Chairman and the Speaker, make rules for carrying out the purposes of this Act.
(2)All rules made under this Act shall be laid before both Houses of Parliament as soon as may be after they are made.
