Section 2(s) in The Rajasthan State Warehousing Corporation (Staff) Regulations, 1974
(s)'Substantive Pay' means the pay other than special pay, personal pay or emoluments to which an employee is entitled on account of a post to which he has been appointed substantively or by reason or his substantive position in a cadre.
