Section 2(k) in The U.P. Khandsari Sugar Manufacturers' Licensing Order, 1967
(k)"Manufacture" means a person who uses a power crusher, bel or centrifugal in the process of manufacture of Khandsari sugar and includes a person who prepares rab for conversion into Khandasari sugar.
