Section 2(b) in Andhra Pradesh Scheduled Commodities Dealers (Licensing, Storage and Regulation) Order, 2016
(b)by doing any of the processes of extracting or manufacturing or refining on behalf of another.(vi)"Dealer in Sugar" means a person engaged in the business of purchase, sale and storage for sale of Sugar in quantities of five quintals at any one time, but does not include the undertaking which is engaged in the manufacture or production of sugar and which is registered or licensed under the Industries (Development and Regulation) Act, 1951 or a Khandasari unit licensed under the Khandasari Sugar Manufacturers Licensing Order, 1966.
