Section 42(2) in The Rajasthan Municipal Service Rules, 1963
(2)In selecting candidates regard shall be had to their:-(a)academic and/or technical qualifications and experience;(b)tact, initiative and energy;(c)intelligence and ability;(d)character including integrity; and(e)previous record of service, and any other factor which may be relevant.
