Section 3(iii) in The Bihar Primary and Middle Education Rules, 1961
(iii)does not maintain a satisfactory standard of discipline or employs any teacher who takes part in political agitation directed against the authority of Government or who endeavours to inculcate opinions tending to excite feelings of disloyalty to the State or disaffection among the pupils, or to promote feelings of hatred or enmity between different classes of the citizens of India or to disturb the public peace; or
