Section 12(1) in The Punjab Industrial Establishments (National and Festival Holidays and Casual and Sick Leave) Act, 1965
(1)No court shall take cognizance of any offence under this Act or the rules made thereunder except on a complaint in writing by an aggrieved person or an Inspector.
