(1)Notwithstanding anything in this Act, no right continued under section 11 shall be alienated by way of grant, sale, exchange, lease or otherwise, without the sanction of the Government;Provided that were any such right is continued for the beneficial enjoyment of any land or building it may be sold or otherwise alienated with such land or building, without such sanction;
