Section 23(b) in Indian Medicine Central Council (Election) Rules, 1975
(b)Any member present at the meeting shall be entitled to propose a name of any member present, for election as a member of the Central Council and such proposal shall be required to be seconded by a member other than the proposer or the one whose name is proposed:
