The Appellant sought copy of permission received from the Competent Authority of Cantonment Head Quarters, Pune for change of running account of the Cantt. from Indian Overseas Bank, St. Thomas Mount Branch to ICICI Bank, St. Thomas Mount Branch and rationale behind choosing a private bank over other nationalized banks in the vicinity.
