(3)Rules made under sub-sections (1) and (2) shall be made after previous publication.[Provided that if the State Government is satisfied that circumstances exist which render it necessary to take immediate action, it may dispense with previous publication of any rules to be made under this section.] [Proviso added by Gujarat 3 of 2003, dated 3rd March 2003 (w.r.e.f 11-06-1998)]
