Section 7(1) in The Sikh Gurdwaras Committee Election Rules, 1959

(1)Any person not ineligible for membership of the Committee under the provisions of section 90 of the Act may be nominated as a candidate for election :Provided that -
(a)on or before the date fixed for the nomination of candidates under the provisions of rule 4, between the hours of 11 o'clock in the forenoon and 3 o'clock in the afternoon, he shall deliver, either in person or by his proposer or by an agent appointed by authority in writing, signed by the candidate and verified by a magistrate, sub-registrar, sarpanch, nayaye pradhan, lambardar or member of Legislature or local body to the returning or any other officer appointed by him in this behalf, a nomination paper completed in form 1 and subscribed by the candidate himself as assenting to the nomination and by one person as proposer, whose name is included in the roll of the constituency as specified in rule 5;
(b)no person shall subscribe as proposor a number of nomination paper greater than the number of members to be elected to represent the constituency in question, and if a person has subscribed a large number of nomination papers than there are vacancies to be filled, only those of the papers so subscribed which have been first received up to the number of such vacancies shall be deemed to be valid.
