(1)No person shall, without the permission of the Secretary make any connection with any municipal cable, wire,pipe, [any underground drain under the control of the Municipality] [Substituted 'drain or channel' by Act 14 of 1999, w.e.f. 24-3-1999.] or with the house connection of any other person.
