(11)to remit the fee chargeable on an application made by a person to the Collector under Sub-section, (2) of Section 42 of the Indian Stamps Act, 1899 (II of 1899), for the return to that person, or to the Registration Officer who impounded it, of a document impounded and sent to the Collector by a Registration Officer;
