Section 28(1) in Mizoram (Land Revenue) Rules, 2013
(1)Subject to restriction provided in the Act, application for any transfer of land by settlement holder or pass holder or periodic patta holder requires prior permission of the Settlement Officer or Assistant Settlement of the concerned District or the Government as the case may be, on the application in as prescribed in rule 27 of these Rules.
