(a)plan, identify project and schemes, initiate surveys and conduct investigations (either by itself or engaging other agencies as appropriate) and prepare programmers and proposals for investment purposes for the consideration of the Authority, indicating the authorities and agencies to be entrusted with the execution thereof;
