Section 54(1) in The Maharashtra Narcotic Drags and Psychotropic Substances Rules, 1985
(1)Any person desiring to transport ganja or medicine containing ganja shall make an application for a pass in that behalf as provided in sub rule (2) :Provided that, no such pass shall be necessary when transport of ganja or medicine containing ganja is permitted under the licence or permit granted under these rules.
