Section 21 in The Punjab State Agricultural Marketing Board (Group-A) Service Rules, 1988

21. Saving Clause.

- Notwithstanding anything contained in these rules, appointments made to any post under the Board prior to the commencement of these rules shall be deemed to have validly been made under these rules and shall not be questioned on any ground, whatsoever.Appendix 'A'[See rules 1(2), 2(h) and (1), 3 and 14]

Chief Engineer (i) By promotion; or(ii) By transfer on deputation;   From amongst the Superintending Engineers working in the StateAgricultural Market Board, who have an experience of working as such for a minimum period of[two years] [Substituted 'three years' by Notification No. G.S.R.33/P.A.23/1961/S.43/Amd.(26)/2020, dated 23.6.2020.]. From amongst the regular Superintending Engineers (Civil) inthe Departments of the Government of Punjab who have anexperience of working as such for a minimum period of **[threeyears]

Executive Engineer Electrical ‡[(i) By promotion ; or(ii) By transfer or by taking aperson on deputation]   (i) [ Twenty five percent of the posts from amongst theSub-Divisional Officer (Electrical) and Assistant Engineers(Electrical) who possess degree of a recognised University inElectrical Engineering or its equivalent qualifications and whohave an experience of working on either of these posts for aminimum period of[six years] [Substituted 'eight years' by Notification No. G.S.R.33/P.A.23/1961/S.43/Amd.(26)/2020, dated 23.6.2020.]and(ii) Twenty five percentfrom amongst the Sub-Divisional Officers (Electrical) andAssistant Engineers (Electrical) who possess diploma inElectrical Engineering and who have an experience of working oneither of these posts for a minimum period of[six years] [Substituted 'eight years' by Notification No. G.S.R.33/P.A.23/1961/S.43/Amd.(26)/2020, dated 23.6.2020.]. From amongst the regular Executive Engineers (Electrical) inthe Punjab Public Works Department (Building and Roads Branch) orin the State Government Undertakings who have an experience ofworking as such for a minimum period of two years.  
9. Divisional Town Planner By transfer on deputation     From amongst the Divisional Town Planners in the Departmentsof the Government of Punjab who have an experience of working assuch for a minimum period of two years.  
10. Executive Engineer (Design) (i) By promotion; or(ii) By transfer on deputation   From amongst the Sub-Divisional Officers (Civil) and AssistantEngineers (Civil) working in the Board who have an experience ofworking on either of these posts for a minimum period of +[Eightyears]. For amongst the regular Executive Engineers (Civil) in thedepartments of the Government of Punjab ‡[or in the StateGovernment Undertakings] who have an experience of working assuch for a minimum period of two years.  
13. District Mandi Officers (i) By direct appointment seven posts; and(ii) Bypromotion seven posts (i) Should possess B.Sc. Degree in Agriculture with 50 percentmarks followed by either M.Sc. Agriculture Economics of arecognised university or Master of Business Administration with50 percent marks. Provided that persons with rural backgroundwill be preferred, and(ii) Should possess knowledge ofPunjabi upto Matriculation Standard. By promotion from amongst the Deputy District Mandi Officersand Assistant District Mandi Officers who have an experienceworking on either of these posts for a minimum period of threeyears.    
14. Principal Training Institute By promotion   From amongst the Training Lecturers working in the Board whohave an experience of working as such for a minimum period ofthree years.    
15. Agricultural Marketing Development Officer As provided in Note 2 below        
16. Project Officer Mandi Development As provided in Note 2 below

Should be District Attorney in the Department of Prosecutionand Legislation, Punjab, who have an experience of working assuch for a minimum period of three years.
