(4)Except as otherwise provided by or under this Act, the Tribunal shall have the same powers as are vested in a civil court under the Code of Civil Procedure, 1908 (Act No. VI of 1908), and shall follow the same procedure as laid down in that Code, and shall be deemed to be a civil court within the meaning of section 480 of the Code of Criminal Procedure, 1898 (Act No. V of 1898), and any proceeding before the Tribunal shall be deemed to be a judicial proceeding within the meaning of sections 193 and 228 of the Indian Penal Code (Act No. XLV of 1860).
