Section 9(1) in The Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Orissa Rules, 1980
(1)A contractor executing works an contract in any establishment in a particular State by engagement of migrant workmen from another State shall produce the licence obtained by him to this effect from the concerned Licensing Officer of the State from which the migrant workmen would be recruited for engagement in the aforesaid establishment.
