Section 21(2) in Rajasthan Civil Services (Pension) Rules, 1996

(2)When a Government servant is deputed out of India on duty, the whole period of his absence from India counts. When a Government servant on leave out of India is employed or is detained after termination of his leave on duty, the period of such employment or detention counts.Government of Rajasthan's DecisionTraining period of the following category of employees who are required to undergo departmental training relating to jobs before they are put on regular employment, may be treated as qualifying service for pension, if the training is followed immediately by an appointment. This benefit will be admissible even if the employees concerned are not given the scale of pay of the post but only a nominal allowance during training:-
