Section 315(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)After a sailor has been awarded a"Very Good" character for the 15th year in succession in the service counting towards the medal, the Captain shall consider whether the sailor is also deserving of the recommendation for the award.
