(2)The Claims Tribunal may, if it appears to it to be necessary for just decision of the case, allow the parties to adduce such further evidence as it may desire:Provided that no such further opportunity shall be permitted unless it is shown that such further evidence could not be adduced earlier despite exercise of due diligence by or that such evidence was not within the knowledge of the party relying on it.]
