Section 3(1) in Andhra Pradesh Mineral Dealer's Rules, 2000
(1)No person other than a mining lease holder or a holder of dealer registration shall stock or sell or offer for sale or engage in any transaction in buying and selling of any mineral in any place except under a dealer's registration by the competent authority under these rules.
