Section 19(d) in Punjab Cinemas (Regulation) Rules, 1952
(d)shall about upon and have frontage of adequate length to two or more public ways or open spaces from which there are at all times free means of exit. The public ways or open spaces shall be of such width as will enable the persons who are to be accommodated to disperse rapidly in the event of fire and as will permit of the approach of fire engines and fire appliances ;
