Section 16(2) in Himachal Pradesh University Act, 1970
(2)Notwithstanding anything to the contrary contained in the Statutes or the Ordinances of University, the Finance Officer shall be appointed by the State Government from amongst the officers of the Himachal Pradesh State Subordinate Accounts Services (Ordinary Branch), not below the rank of Controller, failing which by selection from amongst those eligible under the existing provision of the First Ordinance of the University.
