Section 6(1) in The Orissa Electricity Reform (Transfer of Undertakings, Assets, Liabilities, Proceedings and Personnel) Scheme Rules, 1996
(1)All personnel of the Board who are either in the employment of the Board or deputed to and have been working for the Board on the effective date, shall be subject to transfer as provided in these rules without any further act or thing to be done by the Board the State Government or the personnel as the case may be.
