Section 35(2) in The Punjab Minor Mineral Concession Rules, 1964
(2)Except with the previous approval of the Government, no mining lease shall be granted to any person who is not an Indian national.Explanation. - The expression 'Indian national' has the same meaning as in the Explanation to rule 6 and if any question arises as to whether a person is an Indian national or not, it shall be referred to the Central Government for decision whose decision shall be final.
