(3)No deed of transfer shall be registered under any law for the time being in force for any land governed by this section until the lay-out plans have been approved by the Chief Executive Officer and infrastructural constructions completed up to the satisfaction of the Chief Executive Officer in accordance with such regulation as may be made in this behalf.
