The essential qualifications laid down for the post of Assistant Draftsman (Civil) under Advertisement No.2/2011 published by Haryana Staff Selection Commission, Panchkula on 16.12.2011 are inter alia that a candidate should possess proof of Certified Course in AUTO Computer Aided Design (Civil). Sub rule ii), on the basis of which, the petitioner's candidature has been rejected for want of possessing the essential qualification reads as follows : -
"ii) Certified courses in AUTO Computer Aided Design (Civil), Water Computer Aided Design including 2 Dimensional and 3 Dimensional, Kumar Paritosh 2013.12.20 16:59 I attest to the accuracy and integrity of this document CWP No.27906 of 2013 (2) AUTO Computer Aided Design Map 3 Dimensional/ ARC INFO/ Structural Analysis and Design PRO from Authorized Training Centre of Application Software providers."
2. The petitioner relies on her certificate issued by ZED-KING Group of Institutions under ISO which certifies that the petitioner has completed a course called "AUTOCAD" of 6 weeks duration with A grade from 15.6.2010 to 30.7.2010. The certificate does not show that he is AUTO CAD (Civil) pass.
3. No ground for interference is made out.
4. Dismissed.
