Section 2(c) in Bihar (Cases Flow Management in Subordinate Courts) Rules, 2008
(c)If it has not been possible to effect service of summons under Rule 9 of Order V, the provisions of Rule 17 of Order V shall apply and the plaintiff shall within 7 days from the date of its inability to serve the summons, to request the Court to permit substituted service. The dates for filling the written statement and replication, if any, shall accordingly stand extended.
