Section 96 in Delhi Motor Vehicles Rules, 1993

96. Sound signals.

(1)No driver of a motor vehicle shall sound the horn or other device for giving audible warning with which the motor is equipped or shall cause or allow any other person to do so, continuously or to an extent beyond what is necessary to ensure safety.
(2)The District Magistrate may, by notification published in the Official Gazette in one or more newspapers circulating in the State, or by the erection of traffic sign(s) in suitable place(s), prohibit the use of horn, gong or and other device by drivers of motor vehicles for giving audible warning in any area:Provided that when the District magistrate prohibits the use of horn, gong or any other device for giving audible warning during certain specified hours he shall cause a suitable notice, in English and Hindi to be affixed below the traffic sign setting forth the hours within which such use is prohibited.
(3)Except to avoid an imminent accident no person shall sound the horn or other audible warning device of any motor vehicle within the limits of a stand, parking place or cab-rank.
