Section 7(3) in The Kerala Paper Lotteries (Regulation) Rules, 2005
(3)Before issuing the tickets the seal of the office through which the tickets are sold shall be affixed on the reverse side of the ticket before sale, so as to get it impressed both on the ticket and on the counterfoil. The counterfoil shall be cut off and kept in the concerned offices from where the tickets were sold.
