Section 21(1) in The U.P. Board of Revenue Subordinate Audit Service Rules, 1978
(1)On the occurrence of the substantive vacancies, the appointing authority shall make appointments by taking the candidates in the order in which they stand in the lists prepared under Rule 14, 15, 16, 17, 18 or 19 as the case may be.
