(3)A mineral concession holder or a stone crusher licensee or a licensee shall give the mineral transit pass issued to him to every purchaser of the mineral for lawful dispatch and disposal of the mineral, in whatever form, following a proper seriatum, from the concession area/ stone crushing unit premises/ dealer's premises.
