(a)to make adequate provision for maintaining the existing primary schools and opening new schools where ever necessary and for granting aid to approved schools other than primary schools maintained by the [State] [This word was substituted for the word Provincial' by the Adaptation of Laws Order, 1950.] Government or by a school board or by an authorised municipality;
