Section 10(1)(vi) in Haryana Municipal (Control of Vehicles and Carts Drawn By Animals) Bye-laws, 1978

(vi)that he shall give the licensed vehicle on hire together with the necessary animal or animals and a driver to any person demanding it at any reasonable time. He shall not refuse to do so except for good and sufficient reason the burden of proving which shall lie on him;
