10. [ Powers of the Central Government not to appoint in certain cases. [Added by G.S.R. 704 (E), dated 28th November 1991.]
- Notwithstanding anything contained in these Regulations [* * *] [Substituted by G.S.R. 704 (E), dated 28th November, 1991.], the Central Government may not appoint any person whose name appears in the select list, if it is of opinion that it is necessary or expedient so to do in the public interest:Provided that no such decision shall be taken by the Central Government without consulting the Union Public Service Commission.]
