Section 10(i) in The Rajasthan Bar Council (First Constitution) Rules, 1961
(i)prepare and maintain a list of voters consisting of the names of all the advocates, vakils, pleaders and attorneys who, on the date of the election, are entitled as of right to practise in the High Court and are ordinarily practising within the State with their respective addresses; and
