(2)Tenders in sealed covers superscribed Tender for supply of Ganja from the Central warehouse at 'shall be submitted' by registered post to the Collector of the district wherein such warehouse is situated, so as to reach him on or before the due date by the person of persons intending to so supply Ganja or Bhang.
