Section 5(1) in Kerala Recognition of Trade Unions Rules, 2011
(1)Every application for certificate for recognition of a Trade Union for an industrial establishment or a class of industry in a local area, as the case may be, shall be made in Form A in duplicate to the Registrar of the area in which the registered office of a Trade Union is functioning.
