Section 321(1) in The City of Nagpur Corporation Act, 1948
(1)Subject to the provisions of any other Act for the time being in force, whoever, without the permission of the [Commissioner] [This word was substituted for the words 'Chief Executive Officer' by Bombay 79 of 1958, Section 3, Schedule.] pickets animals or collects carts on any street, or uses any street as a halting place for vehicles or animals of any description or as a place of encampment, or causes or permits animals to stray, shall be punishable with fine which may extend to twenty rupees.
