Section 23(1) in Bihar Regional Development Authority Act, 1974
(1)No person shall on or after the publication of a draft Plan institute, or charge the use of any land covered by the Plan for any purpose other than agriculture, or carry out any development in respect of any such land without the previous permission in writing of the authority.
