Section 16 in The Indian Port Health Rules, 1955

16.

(1)A person under surveillance shall not be isolated and shall be permitted to move about freely. The Health Officer may require such a person to report to him, if necessary, at specified intervals during the period of surveillance. The Health Officer may also subject such a person to medical investigation and make any enquiry which are necessary for ascertaining his state of health.
(2)When a person under surveillance departs for another place in India he shall inform the Health Officer who shall immediately inform the medical officer of health of the place to which the person is proceeding. On arrival the person shall report to that medical officer of health who may apply the measured provided for in sub-rule (1).
