Section 30(4) in The Bombay Homoeopathic Practitioners' Act, 1959
(4)After recording the report of such local inquiry and after making such further inquiry as may be necessary, the [Council] shall forward the application together with its report to the State Government with its opinion whether the recognition asked for should or should not be granted. The State Government may thereupon grant or refuse the recognition or may grant it subject to such condition as it deems fit. The decision of the State Government shall be final.
