23. Loans to be contracted in India and in Indian currency.-
Unless the 8[Central Government]9[* * *] shall, by an order published in the 10[Official Gazette], otherwise direct all loans contracted by the Commissioners, under this Act shall be contracted in India and in the Indian currency.
