(2)Procedure for open competitive bidding-(a)The detailed general process of procurement of goods, works and services described in chapter V shall be followed as such in open competitive bidding.(b)the procuring entity shall invite bids by publishing an invitation to bid on the State Public Procurement Portal and by such other modes as specified in chapter V. In order to promote domestic industry, normally the procedure of National Competitive Bidding (NCB) shall be adopted for open competitive bidding. The procedure of International Competitive Bidding (ICB) may be adopted if there is such a condition of adopting ICB for certain procurements under an obligation of an agreement with intergovernmental international financing institution, or the subject matter of procurement is such that in the opinion of the procuring entity it will be in the public interest to adopt ICB.
